COMMUNICATIONS SPECIALIST SUPERVISOR

SUPERVISOR: Supervised a team of communications specialists as well as overseeing Watch Operations in a secure Military facility.  Managed // Watch Operations with years of progressive experience performing and leading others in accomplishing operational goals and assignments, developing plans and techniques to improve operations, and policies. Executed classified and unclassified duties related to executing the operational mission.

MAITENANCE AND WATCH OPERATIONS: Provided rapid, reliable and secure voice, video and data services and communications links in support of Command, Control, Computer, Communications and Intelligence (CI) to Joint U.S. Forces deployed worldwide ashore and afloat.  Directed the operation and maintenance of assigned elements essential for controlling air, ground, and maritime operations.  Coordinated emergency response teams and agencies; evaluated command center information.

TECHNICAL CONTROL: installed, configured, and troubleshoot communications networks, hardware and software to accomplish customer support goals and objectives for a communications station.  Monitored maritime communications and equipment to maintain successful communicating among variety of multimedia tools, including web pages, social media, pod casting, web casting, satellite communications, and radio broadcast.

 

QUALITY ASSURANCE: applied technical knowledge of aviation legislation, rules, policy, guidance and transportation credentialing programs in the aviation, surface, and maritime transportation sectors in order to make proper national security transportation decisions.

PROBLEM-SOLVING: Formulated recommendations, policies, or plans to deal with operational issues; developing reports and briefings which consolidate identified issues and proposed solutions.

Review wireless radio frequency assignment proposals of Federal agencies to determine whether these proposals, if approved, would result in conflict with existing frequency assignments.  Notify Federal Communications Commission of radio frequency conflicts.

EXPERIENCE OPERATING HF/VHF/UHF land mobile two-way radio systems used in intercity radio services, tactical satellite systems, and peripheral devices (antennas, remote control units).  Surveying, installing, maintaining, component-level repairing, and operating radio systems.   Knowledgeable in the use of associated test equipment for testing and trouble resolution. 

EXPERIENCE on High Frequency (HF) SSB, Tactical Satellite (TACSAT), VHF/UHF land mobile radio and International Marine Satellite (INMARSAT) systems, Data Encryption Standard (DES), and Advanced Encryption Standard (AES) used in Motorola and Kenwood digital equipment, Radio over IP, and Federal Communications General class, Radio-telegraph first/second class licenses, or General Radio Operator License.

ABILITY to monitor audio output from radio systems to determine proper operation, conduct voice radio checks, detect interference from audio output of radios and determine likely causes such as another entity transmitting

ANALYZED frequency assignment proposals for compliance with applicable policy, regulations, and procedures, and recommend corrective action when necessary

DEMONSTRATE understanding of wave propagation theory, and be able to perform major building surveys for upgrades or new HF/VHF/UHF radio communication systems

REVIEW national rules, methods, policy, and procedures pertinent to the frequency assignment function.

INSTALL, MANAGE, AND TROUBLESHOOT communications networks, hardware and software to accomplish customer support goals and objectives for a communications station.  Work as a member of -staff communications and IT support team, responding to internal customer and high seas mariners help request according to established policies and procedures. Monitored maritime communications and equipment to maintain successful communicating among variety of multimedia tools, including web pages, social media, pod casting, web casting, satellite communications, and radio broadcast.

PROVIDE TROUBLESHOOTING AND PROBLEM RESOLUTION in response to the broadcast of long – range scientific National Weather Service Marine Forecast. Evaluate the quality of National Oceanic and Atmospheric Administration marine text forecast and weather products.  Use acquired and analytical troubleshooting techniques to identify and improve National Weather Service marine products via RADIOFAX, The NOAA Weather Radio broadcast, U.S. Coast Guard SITOR (Simplex Teletype Over Radio) text broadcasts, and U.S. Coast Guard HF (High Frequency) voice broadcasts. Offer timely, support and solutions to improve customer quality and resolve problems.  Identify, evaluate and recommend configuration and other changes to maximize technology, effectiveness, and accuracy.

PROVIDE REGIONAL TECHNICAL ASSISTANCE TO OVERSEAS MISSIONS VIA TELEPHONE, E-MAIL, AND ON-SITE VISITS with United States Coast Guard Assets and Joint Commands overseas in a hr communication command center

PROVIDE PROFESSIONAL CUSTOMER SUPPORT to end-users. Identify, analyze, evaluate, and resolve communications systems, networks, hardware and software problems.  Manage the Global Maritime Distress and Safety System to provide more effective and efficient emergency and safety communications and disseminate Maritime Safety Information (MSI) to all ships on the world's oceans regardless of location or atmospheric conditions. Recommend solutions that comply with U.S. Department of Homeland Security maritime telecommunications guidelines.  Provide support and training for new systems and applications.  Supervise and lead internal and external communication efforts, including developing strategies and targeted communication.  Collaborate with colleagues planning special functions and events.  Ensure professional and courteous service.

COMMUNICATE EFFECTIVELY ORALLY AND IN WRITING. Identify and engage key audiences to keep informed.  Write, edit, and review materials to appear in publications, reports, periodicals, brochures, speeches, and audio-visual productions. Develop communication strategies by using a variety of multimedia tools. Consulted as a liaison between the communications stations, mariners, federal agencies, state and local governments, and the public.

STAY CURRENT WITH EMMERGING TECHNOLOGIES; research, evaluate and recommend communications technologies to meet facility’s needs.  Research and review colleagues log entries ensuring accuracy.  Regularly complete compliance training as required. Administer training on current policies and procedures.  Share knowledge with colleagues in discussions as well as through written materials.  Plan, implement, and conduct seminars, workshops, commemorative events, and special functions.

FOLLOW ESTABLISHED SAFETY REGULATIONS; work in and around electrical service panels and uninterruptible power supplies (UPS). These duties include changing batteries, taking electrical measurements, and making appropriate electrical connections as required
