Currently a Senior Intelligence Research Specialist with the Rio Grande Valley Border Patrol Intelligence Unit.  Responsible for proofing and downloading Field Information Reports (FIR) submitted by the Border Patrol Agents.  Before the FIR’s are downloaded into the IRS System information concerning subjects, addresses and vehicles is run through Magic and TECS to obtain and prior information and when possible link reports to smuggling organizations.  Maintain contact with Border Patrol Lead Agents to assist as needed.   Write special reports as needed and assigned.   Maintain liaison with other agencies and departments.  As needed assist others with TECS functions.  Assist agents in the field with information on target individual, vehicles and addresses. I work with numerous open and restricted sources and databases.

Intelligence Research Specialist -


 I was the Intelligence Research Specialist (IRS), for the Jacksonville Air Marine Branch (JAXAB). This included air branches in Jacksonville and Tampa, FL and two marine units in Naples and Ft Myers, FL. I was responsible for daily briefing for the pilots on current trends and lookouts. When necessary information is entered into a written report and entered into the Treasury Enforcement Communication System (TECS). These reports can be viewed by anyone that had access to TECS. Most of the information is human intelligence concerning drug and human smuggling into the United States. The JAXAB area of responsibility is the east and west coast of Florida, mid state north, to the northern border, to include the Canadian border with New York, New Hampshire, Vermont and Maine. I assisted pilots with airport checks and did research on both pilots and aircraft. This includes using FAA data banks, Lexis Nexis, TECS, FBIS and numerous open sources. On a regular based assisted pilots on various computer checks and functions. As needed I attended foreign and domestic intelligence conferences and meetings in order to liaison with other organizations and to obtain information regarding smuggling trends and methods. I attended training workshops and classes whenever possible. I maintained liaison with other agencies and offices within the Dept. of Homeland Security and with outside intelligence agencies within our AOR. This position was predominately tactical human intelligence. From known seizures, interdictions and trends I attempted to determine where our assets would be best utilized.

IRS with US Customs Service, Intelligence Collection Analysis Team (ICAT), Blaine, WA. This position was on a team consisting of Customs Inspectors, Special Agents and IRS. Responsibility was to gather and disseminate tactical intelligence to Ports of Entry within our area of responsibility. When seizures were made team members respond to the locations and assist with immediately intelligence needs. Information was gathered, analyzed, evaluated and disseminated into the field as quickly as possible. In-depth studies were done at a later date. Team members work closely with Canadian law enforcement agencies. Long term projects and activities were assigned as needed. Intelligence reports were researched and written and entered into TECS. When possible information was shared with Canadian counterparts. Maintained close working relationship with Canadian law enforcement agencies as well and other federal agencies and state and local agencies within the US. Attended monthly intelligence meetings with that included both domestic and foreign agencies. Presented briefings as needed. Attended classes whenever possible in order to improve the quality of my work. Spent four months TDY to San Antonio, TX assisting with a Green Quest case (money laundering). Worked with telephone toll information, GPS Trackers and mapping programs. On daily bases I would download telephone toll information and enter it into Penlink for evaluation. On weekly bases I would take GPS downloads and convert to CSV format and then evaluate the information. I provided agents with written and verbal reports on daily bases. Intelligence Research Specialist -


 Southwest Area Intelligence Unit (SWAIU), Houston, TX Attended and passed a six-week Customs Basic Intelligence Analysis School at the Federal Law Enforcement Training Center. Course included classes in intelligence collections, reporting procedures and formats, organization, computer skills and other related law enforcement information. The AIU provided mostly operational and strategic information for all areas of Customs. Seizures were analyzed for trends and patterns. My area of expertise was money seizures within the AOR. I worked money seizures in our -state area of responsibility. I would obtain the information regarding the seizure and when necessary interview the seizing officials. I would then research the individuals or organizations involved and enter a report into TECS. I would utilize numerous databases to obtain information. On several occasions I was able to link seizures to known drug smuggling organizations. I worked seizures for numerous law enforcement agencies in addition to Customs. I did intelligence studies, threat assessments and any special projects needed. I was involved with extended TDY projects both domestic and foreign on several occasions. Attended and passed weeks Basic Customs Inspector School at the Federal Law Enforcement Training Center, Glynco, GA. Customs Inspector for years at several ports of entry in both of US and foreign. This involved clearing people and cargo entering the US. I was involved in several major seizures of narcotics while working as an inspector, to include pounds of heroin while at Del Rio, TX. When seizures were made reports were written and entered into TECS. The Special Agents used these reports when investigating the case. Intelligence information was also entered into the system as needed. I spent months in Timisoara, Romania in working with the UN Sanctions again Yugoslavia. This time was spent working as team leader of a multi-national task force enforcing sanctions in the area. I worked closely with the Romanian and Hungarian Customs. I was responsible for gathering intelligence from the border area and passing this information on to the UN office responsible for enforcing the sanctions. When necessary I would provide briefing to individuals with the Department of State. As an inspector it was necessary to work closely with other federal agencies that enforced laws on the borders. While an inspector I severed as union president, was representative to the Federal Woman’s Program within Customs and worked closely with the school district on anti drug campaigns. As a Special Agent with the Defense Investigative Service (DIS) I was responsible for background investigations for individuals in need of security clearances. This included military personal and civilian personal with DOD contracts. I was responsible for interviewing references in order to obtain information regarding persons loyalty, character, emotional stability, trustworthiness and reliability. When necessary I would interview the individual in need of the clearance to obtain additional information.
