As an Environmental Specialist you will plan, prepare, conduct, coordinate, monitor, and lead complex environmental analyses, studies, and projects in accordance with federal and state environmental laws and regulations, including the California Environmental Quality Act, California Fish and Game Code, Clean Water Act, Porter Cologne Water Quality Control Act, and federal and state endangered species acts. You will be responsible for an extensive scope of work focusing on regulatory permitting and biological resource tasks for operations and maintenance (O&M) activities and Capital Investment Plan (CIP) projects throughout Metropolitan’s service area including projects and maintenance activities on the Colorado River Aqueduct and related desert facilities and properties in the Sacramento/San Joaquin Bay Delta.

Your primary responsibilities will be reviewing and preparing regulatory permit applications under Clean Water Act Sections 401 and 404, California Fish and Game Code Section 1602, and state and federal endangered species acts; conducting wetland delineations and biological resource assessments; negotiating with regulatory agencies; monitoring and analyzing proposed legislation that may impact operations; and disseminating information regarding pertinent regulatory and legislative issues.

Duties also include environmental construction monitoring; conducting environmental inspections and wildlife and vegetation baseline studies; recommending appropriate environmental avoidance, impact minimization, and mitigation measures to ensure compliance with regulations; preparing environmental specifications; preparing and reviewing biological and regulatory impact assessments and technical reports; preparing and reviewing environmental documents, including initial studies, negative declarations, mitigated negative declarations, and environmental impact reports; preparing environmental project scopes, budgets, and schedules for consultants, and providing consultant oversight, including monitoring work product quality; establishing and maintaining a high and effective level of communication with managers, staff, and consultants; and developing and presenting environmental planning training protocols and guidance documents.

Schedule: 44/36, Monday through Friday /Every other Friday off. Monday through Thursday 9 hours per day, 8 hours per day every other Friday. Start times are no earlier than 6 am and end times are no later than 6 pm.

Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or two years in a MWD Associate Environmental Specialist classification; or Master’s degree from an accredited college or university in a related field and four years of relevant experience.


Relevant Experience is defined as: combination of experience in conducting wetland delineations; preparing regulatory permit applications under Sections 401 and 404 of the Clean Water Act, Section 1602 of the California Fish and Game Code, and federal and state and endangered species acts; negotiating with regulatory permitting agencies; and experience with California Environmental Quality Act analysis and documentation.


CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
