As an Environmental Specialist you will plan, prepare, conduct, coordinate, monitor, and lead complex environmental studies and projects in accordance with federal and state environmental laws and regulations, including: California Environmental Quality Act, California Fish and Game Code, Clean Water Act, Porter Cologne Water Quality Control Act, and federal and state endangered species acts.

Your responsibilities will include: preparing and reviewing environmental documents, including initial studies, negative declarations, mitigated negative declarations, environmental impact reports, and associated technical reports; developing and implementing mitigation monitoring plans for capital projects and operations and maintenance activities; preparing environmental specifications and reviewing construction drawings; preparing and reviewing permit applications; providing technical and interdisciplinary team oversight of staff for quality control of work product and budget and schedule management; preparing environmental project scopes, budgets, and schedules for consultants, and providing consultant oversight, including monitoring work product quality; negotiating with regulatory agencies; establishing and maintaining a high and effective level of communication with managers, staff and consultants; and developing and presenting environmental planning training protocols.

This position requires excellent written and spoken communication skills, organizational and time management skills, flexibility to work on a multitude of diverse projects, a positive attitude, and a willingness to learn new skills. The successful candidate will have the ability to communicate effectively with members of the project team, consultants, and other departments, and be able to work both independently and as a part of a project team.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or two years in a MWD Associate Environmental Specialist classification; or Master’s degree from an accredited college or university in a related field and four years of relevant experience.


Relevant Experience is defined as: experience with environmental planning and project management for compliance with environmental laws and regulations, such as the California Environmental Quality Act, California Fish and Game Code, Clean Water Act, and federal and state endangered species acts.


CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
